A quick review of the European Commission's proposal for a revised version of Directive 2002/95/EC (RoHS).

The European Chemicals Agency (ECHA) publishes Guidance for Annex V.
Annex V describes the exemption conditions from the obligation to register in accordance with Article 2(7)(b) of the REACH Regulation. REACH Article 2(7)(b) sets out general criteria for exempting substances covered by Annex V from the registration, downstream user and evaluation requirements.

ECHA publishes a new release of the Guidance on the Use Descriptor System (R12). The update introduces a descriptor element to cover the environment, better explains the practical use of the descriptor system and structures the relationship between the use descriptor system and Tier 1 exposure estimates for workers, consumers and the environment. These changes in guidance are not impacting manufacturers, importers and downstream users that have been using B-Lands use mapping template. In anticipation and with only a few months left before the first registration deadline on 1 Dec 2010, this template was not aligned with the previous official R12 guidance, but with the ongoing draft versions, resulting in no changes with regard to the new release.

Searching the list of currently REGISTERED SUBSTANCES:
In accordance with Articles 119 and 77(2)(e) of REACH, ECHA is now complying with the obligation to disclose limited information on registered substances.
As a consequence, B-Lands' search helper has been enhanced to allow quick intuitive searching of both pre-registered and registered substances from a single entry point.

The current report describes the results from the monitoring exercise of 2008.

Commission Decision Of 19 March 2010 (2010/169/EU) concerning the non-inclusion of 2,4,4’-trichloro-2’-hydroxydiphenyl ether (Triclosan CAS RN: 3380-34-55, EINECS: 222-182-2) in the Union list of additives which may be used in the manufacture of plastic materials and articles intended to come into contact with foodstuffs under Directive 2002/72/EC.

The EFSA recommends the banning of the food colour (sausage dye) E128 (Red 2G ; EINECS: 223-098-9) in EU for potential cancer inducing effects.
E128 is currently banned in Austria, Finland, Sweden, Norway(EFTA), Switzerland(EFTA), USA, Canada, Australia and Japan.
